EDITORIAL

Dear friends,

    "Mullai" is here again after a prolonged silence of more than a year.  Your contributions are the life blood for this flower to bloom, and sadly to say, your response has been lukewarm.

    Despite this, I am happy to say that we have been much more in touch with each other than ever before, thanks to the e-group (ias-tn@yahoogroups.com) we launched.  Right from the Officer trainee at Mussoorie to the senior most officer, have on at least one occasion sent those mails which have been a mix of hilarious jokes, messages, Seasons' greetings, serious stuff and outright junk.  They have made us think, debate, sent us into peels of laughter, and spare a thought for the departed soul.  Currently 160 Officers including retired Officers have been subscribed to the e-group.  Whenever the Association wants to convey an information to the Officers, it involves a lot of cost, apart from the cumber-some clerical work involved.  Even then, one is not very sure whether the message has been received.   In view of this we request all Officers (serving & retired) of the TN cadre to subscribe to the e-group by sending their email id to iastn@yahoo.com 

    But the e-group can never be a substitute for a magazine, where it is creativity that matters.  this edition is due to the contributions by those few Officers who chose to respond to our request.  Our sincere thanks to each one of them and an appeal to those who have not contributed to make up in the next edition.  The previous two editions were in the form of a family newsletter and that tradition is being continued with contributions largely from spouses and children.

    The Association called on the Hon'ble chief Minister some time back and promised our best efforts in realizing her dream of making Tamil Nadu the No.  I state in the country.  Needless to say, the TN Cadre with its hallowed image of being one of the best in the country will certainly live upto her expectations.

Presidents message

Friends,

    This is my first interaction with you after taking over as the President of our Association through this forum, which has been inactive largely due to the lukewarm response from you.  Anyway better late than never, our editorial team has been able to put together yet another edition of our own magazine.  May I hope that this will rejuvenate the creative energies of our fraternity.

    The year gone by had literally earth shattering implications for the world and for our country.. The cancour of terrorism in its newest and deadliest form, left the world in a tizzy and the western world understood the gravity of terrorism and started empathizing with India.  Then the unimaginable happened in Gujarat.  As if the fury of nature through a devastating earthquake was not enough, communalism in a manmade situation raised its ugly head leaving a trial of death and destruction unmatched in its fury and intensity.  The embers are still smouldering.  Where are we going?  Many a fact finding team have come out with shocking stories of pure ineptitude to outright complicity in the carnage by the Police and the Civil authorities.  I believe there is a lesson in this for us.

    While this is for us to ponder over, I am of the firm opinion that the Civil Servants should strive hard and work according to the rules and laws of the land and demonstrate to the people that the Civil Service is above any kind of bias, political, religious or communal.  It is the responsibility of the civil Service to convey the message that it is committed to bringing about an atmosphere of peace and communal harmony to enable the citizens of this country to live in peace.

Calling on the Hon'ble Chief Minister

    The TN IAS Officers Association called on the Hon'ble Chief Minister on 19/3/2002.  Besides discussion other issues relating to Members of the Association, the difficulties faced by Officers in getting admission for their children in schools in Chennai was raised by Ms. Leena Nair and is being followed up.

    The problem faced by Junior IAS Officers regarding own housing in Chennai was brought to the notice of the Hon'ble Chief Minister By Dr. Satyagopal.  The Hon'ble Chief Minister magnanimously agreed to look into the same sympathetically.  As a sequel to the discussion, certain particulars have been called for by the Housing & Urban Development Department, to process the representation.  Officers desirous of seeking plot/own house in Chennai may kindly furnish the information to the President positively before 30/5/2002. either by post or by email.  The list will be compiled and handed over to the Govt.  in the first week of June 2002.  (The format for sending the application is enclosed.) Kindly send the same by post to the President or email to iastn@yahoo.com.

Kindly send your annual subscription fee of Rs. 250/- at the earliest by cheque to "The Treasurer, Tamilnadu IAS Officers Association."

Letters to the Editor


"Mullai" is coming out very well.  Some light articles, may be relating to bureaucracy, would make it more entertaning.  Many senior officers have a wealth of work-related anecdotes which we may perhaps tap.  If the ICS officers could write home based on their experiences, I am sure their bam-boo-frame successors can come out with material for "Mullai".

Meanwhile a suggestion for e-group. This is for officers who are away from TN.  We may be away, but our heart still beats to hear news from home (As you said in "Mullai"- "keep in touch") so couldn't interesting items from the press - relating to government and governance - be sent to e-group members. and hope postings of colleagues are also communicated to e-group members.

I have receiving "Mullai" regularly and I find it well edited and well produced.  Let me share some thoughts with you.

Your issue of May 2001 leaves one with a heavy heart as they confront one with the reality of the retirement of two of our finest officers, PC Cyriac and Latika Padalkar.  They were known throughout their career for their efficiency and integrity of the highest order. Let their tribe flourish.

Secondly, why don't you allocate more space for the creative works of the children of officers? while their comic strips are impressive, please encourage them to write short articles, poems and the like.

equally welcome will be the exposition of culinary art by officers wives (As also by certain officers so inclined!)

Serving and retired officers could usefully give accounts of their innovative experiments in service which rode roughshod over the arcane rules and helped the poor and needy.  No doubt, such accounts may tend to be self serving, but I hope that the concerned officers will keep the narration as objective as possible.  These anecdotes would encourage junior officers to see the larger perspective of their work and give them the courage to get out of the rut of the rules whenever the call of their larger responsibilities beckons them to do so.
